Recommendations for a Better Kenya

1. Reduction of Political Seats and Streamlining of Legislative Roles:

  • Disband the Women Reps: Remove the roles of women reps to eliminate duplication of roles and inefficiency. Ensure the legislative body can handle all responsibilities.
  • Reduce the Number of MPs: Limit the number of Members of Parliament to cut down on government expenditure. This would also make the legislative process more efficient.
  • Streamline the Legislative Process: Reassess the need for reading bills twice. A more efficient process can still maintain thoroughness without unnecessary redundancy.

2. Salary and Allowances:

  • Reduce MP Salaries: Set MP salaries to a range of 200,000 to 400,000 shillings per month. This aims to attract individuals who are genuinely interested in public service rather than personal enrichment.
  • Eliminate Sitting Allowances: Scrapping sitting allowances will further reduce expenditure and discourage MPs from prioritizing personal gain over public service.
  • End Issuance of Bursaries by MPs: Transfer this role to an independent body (like HELB) or directed to ministry of education to ensure fair distribution and reduce opportunities for corruption.

3. Establishing Ideologies and Long-term Goals:

  • National Ideologies: Develop clear, long-term national ideologies tailored to Kenya, similar to how the U.S. has capitalism and China has communism. These ideologies should guide all leaders and ensure continuity in economic and governance policies.
  • Strengthening Institutions: Focus on building strong, resilient institutions rather than depending on individuals. For instance, the Office of the President should remain effective regardless of who holds the position.

4. Thematic Focus Areas:

  • Agriculture, Technology, and Education: Invest heavily in these sectors, particularly since much of Kenya is semi-urban. Strong universities, colleges, and polytechnics will drive development and innovation.
  • Support for the Private Sector: Strengthen the private sector to drive the economy and create employment. Implement policies that ensure business success and economic growth.
  • Economic Model Tailored to Kenyan Needs: Develop an economic model based on African ideologies, similar to how Americans have capitalism, but specifically designed to meet Kenya's unique needs. This model should focus on fostering a robust private sector, encouraging entrepreneurship, and reducing government intervention in the economy.

5. Auditing and Transparency:

  • Public Audits: The Auditor General should audit all public expenditures and revenues monthly, making the reports publicly available. Counties should also provide audits to the Auditor General to ensure transparency at all levels of government.

6. Clear Roles for County Governments:

  • Defined Responsibilities: Clearly delineate the roles and responsibilities of county governments to avoid overlap and ensure efficient service delivery. Counties should have significant autonomy to manage their own affairs, encouraging innovation and tailored solutions for local issues. A system of checks and balances must be in place to prevent abuse of power and promote accountability.

7. Corruption and Civic Education:

  • Time Limits for Corruption Cases: Establish strict time limits for the resolution of corruption cases to ensure swift justice and deter corrupt practices.
  • Civic Education: Implement comprehensive civic education programs to inform citizens about their rights and responsibilities, the importance of transparency and accountability in governance, and how to keep their leaders in check. This will empower citizens to easily recall leaders whenever necessary.
  • Anti-Corruption Measures: Implementing comprehensive development plans and investing heavily in infrastructure can drive economic growth. However, it’s crucial to adapt these strategies within a democratic framework that respects human rights and freedoms. Emphasize strong anti-corruption measures, transparent governance, and investment in human capital. This includes strict anti-corruption laws, promoting merit-based appointments, and investing in education and training to achieve similar results seen in successful governance models.

8. Better Election Process:

  • Disqualification of Corrupt Candidates: Ensure that any individual with a corruption case should not be allowed to vie for any seat until cleared by the courts.
  • Agenda-Based Campaigns: Promote campaigns based on ideas and manifestos rather than money and populism. Encourage proper grilling of candidates to understand their manifestos through interactions on platforms like Twitter spaces and local channels. This will focus on idea-based campaigns rather than traditional campaigning methods like giving money and campaigning on top of cars.
